Error message: "Error HRESULT E_FAIL has been returned from a call to a COM component."

Question

I am using Trados Studio 2017 and 2019 on Japanese Windows 7, and both software gets the error message 
 
 Error HRESULT E_FAIL has been returned from a call to a COM component. 
 
 when I change the user interface language to English from Japanese. Once I get this error, I can no longer start the Trados application even if I delete the folder at C:\Users\[username]\My Document\Studio 2019/2017 . I have tried to reinstall the application already. I can recover from the situation that I can't start the application, however, I will get the same error message when I tried to change the interface language. 
 
 Does anyone have any idea to avoid this error message?

I have uninstalled and reinstall .NET Framework, then worked through for a while. It seems my problem has been solved!

This sounds like your Windows and .net installations are out of date. 
 
Please first remove Studio from your system (after backing up your TM's and Termbases etc) via Control panel/Programs and features) and then navigate to the following folders and manually delete these folders- 
 
c:\ProgramData\Package Cache\SDL\SDLTradosStudio2017\ 
c:\ProgramData\Package Cache\SDL\SDLMultiTermDesktop2017\ 
c:\Program Files (x86)\SDL\SDL Trados Studio\Studio5\ 
c:\Program Files (x86)\SDL\SDL MultiTerm\MultiTerm14\ 
c:\Users\[USERNAME]\AppData\Local\SDL\SDL Trados Studio\14\ 
c:\Users\[USERNAME]\AppData\Local\SDL\SDL Trados Studio\14.0.0.0\ 
c:\Users\[USERNAME]\AppData\Local\SDL\SDL MultiTerm\MultiTerm14\ 
c:\Users\[USERNAME]\AppData\Local\SDL\SDL Trados Studio\14\ 
c:\Users\[USERNAME]\AppData\Roaming\SDL\SDL Trados Studio\14.0.0.0\ 
c:\Users\[USERNAME]\AppData\Roaming\SDL\SDL MultiTerm\MultiTerm14\ 
c:\Users\[USERNAME]\Documents\Studio 2017\Project Templates\ 
c:\Users\[USERNAME]\Documents\Studio 2017\Projects\projects.xml 
 
Now do the same for Studio 2019 (in this case the folders will end in 2019 and '15'. 
 
Please run a full Windows update and ensure your .netframework is updated (min 4.7.2 is required for Studio 2019

Then you should be able to reinstall Studio without any problems.
