Non-translatable content tagging and automated translation

We have a custom xml file type that contains in-line tagging for links (<a href></a>). The parsing and segmentation work very well. These files are pre-translated on Trados using the Google Cloud API machine translation provider. I've been noticing that often, the AT output often adds an additional <a href></a< tag pair that is not in the original English source. For example:

I know it's a simple matter of deleting the extra link from the output during post-editing, but I'm curious as to why this happens, especially so often. Would anyone know which process handles the placement of these tags during pre-translation? Is it the Google engine, Studio itself using the file type parsing, or a combination thereof?
