Not able to activate upLIFT function.

We recently upgraded to Studio 2019 and are anxious to start using upLIFT to get fragment matches. I realized that it didn't happen automatically (first lesson) but that you actually have to switch this function on (for lack of a better term). Using the help function, I found the very simple instructions on how to do this, but it simply doesn't work because we are missing the necessary tab or option.


Does anybody have a suggestion for me? I have attached 2 screen shots: 1) to illustrate what I mean about this missing option and 2) to show how it should look according to the help section.
