merge segments option greys out in trados2017 and trados2019

Question

am not talking about merging across paragraphs. In fact, I cannot merge any segments, neither in trados 2017 nor trados2019 
 all the pics below are shot from trados2019 
 I have checked "allowing source editing" in the wizard. 
 
 I tried both right click on the source text and on the source line number. merge option is always greyed out.

Note that these two sentences are in the same paragraph in the source. 
 
 I have searched through the community. But no thread really solves my problem. Thanks in advance for any help

 Your problem is that you have only selected the text. You need to select the segments. Click on the numbers in the left hand column and hold down the ctrl key to select multiple segents.
