How can I tell Studio not to auto-propagate and localize numbers?

After 3 hours of fiddling with different settings, I give up on trying to resolve it on my own...

The problem is that when I confirm a segment containing a whole number only, then all other segment containing numbers (both whole and decimal) are localized. However I don't want decimal dots to be replaced with decimal commas. When I confirm a segment containing a decimal number only, the other segments are not localized automatically (and this is exactly what I need). But once it comes to whole numbers, the unwanted localization occurs. 

For example, when I confirm segments 5, 6, 7, 8 that contain decimal numbers, no localization/auto-propagation occurs:

But if only I confirm segment 2 (or 3 or 4 or 9) first, all other next segments get localized:

I have tried unchecking all boxes in the Auto-Substitution menu (Numbers, Alphanumeric, Measurments, etc.) and even disabled all TMs (two) to no avail: even though there is no TM enabled for the project, Studio auto-propagates localized numbers after confirmation of a whole number. Is there anything I can do to prevent replacing decimal dots with commas?
