This might very well just be a matter of semantics, but just for good measure I want to stress that from a technical standpoint Visual ordering and Logical ordering are different.
Visual ordering is how the text sequence appears on-screen and this could be affected by what support the operating system, the specific program you view the text in, and the file format have for directionality.
Logical ordering is the structural text sequence as parsed by the Unicode BiDi algorithm.
For example: some programs (such as basic text editors) can only display text in a left-to-right directionality, and while the order/sequence of RTL text might therefore look broken on-screen, it is likely intact logically and any attempt to manipulate it to look visually correct on-screen will only result in breaking the correct RTL sequence.
Therefore, to avoid this any text manipulation must be done under the correct visual directionality (LTR languages under LTR visual ordering; RTL languages under RTL visual ordering.
At least unless one is skilled in working under the opposite directionality and understands how to work around the visual pitfalls. It's possible, but I wouldn't recommend it as a standard workflow.
