I use Studio 2017 and in /File > Print & View > View in/
Print preview as source + Print Preview as Target are disabled. Only Print preview as side-by side is enabled. How can I enable them all?

Xliff does not have a printable form. If you have a source document that has layout information like docx, idml etc, the "Print preview as..." will put the source or target text into that layout. But Xliff (.xlf) does not have that. Therefore, you can't "preview" an xliff file.
What do you want to achieve with the preview? External review?

I always finalize translation in 'preview final document' or alike.

This is technically impossible with an xlf file. No CAT tool can do this.
Reason is: There is no "document" in the sense of anything printable. This is how an xlf file looks like:
Xlf (XML Localization Interchange File Format) is a format for localization. The target text is re-inserted into the layout (whatever there was) in a later step, but the xlf file does not contain the information required to do that.
