Is the TM you are trying to create would be locally on your computer or in cloud / network location?
Are you referencing to a cloud/network location when creating the TM?

Please try saving both the TM and the project to a folder with a shorter path - if the path is too long it might cause issues with the saving. As a test for example try saving both into a folder on your desktop.
