Formatting tags like bold and underline, if applied to the whole sentence, are kept outside the segment, so tags won't go to the TMX.

Anyway you can see those tags in the Editor if you select the filter All content, (View tab > Display Filter section).

I understand, you may be able to see the tags in the TRADOS Editor, but my question is, is there a way export tags and segments for formatting that is applied to whole segments.

To my best knowledge, no.

Only content included in the segment is exported to TMX. So it's not possible to export tags which are NOT included in the segment.

But this discussion looks like a typical XY problem...

if I understand you correctly, the actual problem you want to solve is to get 100% match in MemoQ... right?
I believe that MemoQ has similar TM match penalties settings as Studio... so you should be able to solve your problem by removing the 1% penalty for missing/different formatting... and that's it.
