I haven't such behaviour mentioned recently, so it might be worth starting with the basics and first ensuring that everything is up to date-

If the problem persists, it might be worth looking at your mouse (use a substitute and or change batteries if it is wireless) or even the keyboard itself where you might have a 'sticky key'.

On the issue of shortcuts, it is not possible to turn them all off in one go - but as i think you already know, you can change the default settings/remove individual shortcuts.
