Does this error mean only the segment referenced was not updated into the master TM or that due to this error the entire file wasn't updated?
An error occurred updating the translation memory for language pair "English (United States) > Chinese (Simplified China". The error was "The segment is empty." and the segment was "Chief Commercial Officer" [Final-COVID-19-Customer-Update-2-April-2020.docx.sdlxliff].

When exactly does this happen? Whilst working on the file? or when updating TM?

It happens when we try to update a TM. We get the following message and I am just wondering if this means that this is the only segment that is excluded or if the entire translation was excluded from updating into the TM. Thank you!

This looks as though its just this single segment that is not updating.
I would suggest opening the TM and searching a couple of the other segments just to make sure- as it seems you only have two errors showing.
