In the TM Editor no. The only way, and it's probably not practical, would be to use specific attributes in a field value. I have heard this requirement once before in all the time I've been at SDL, so if you want to have any chance of doing this there are two routes:

I agree with , this this needs to be done via fields.
We define several fields for each TM, one of them being a free-text comment field. In case comments are needed (e.g. that a reviewer requested a certain translation), this information can be added to the segment on the fly while working in the Studio editor.
This feature is also helpful when importing translations into a TM, e.g. when you import the contents of an SDLXLIFF file into the TM. It is possible to add field values while importing. We use this quite often and find it helpful.
In addition, fields come in handy for adding customer, project, or other information to each segment. If you create fields of the picklist type for your TM, and select the desired contents in a project before starting to translate, the information will be entered consistently and can also be used for filtering later.
