Dear Paul,
I'm in charge of maintaining and updating TMs. Many of our resources are still using Trados 2007 (Build 7 Build 615 or Build 8 Edition 835 or 863).
Some linguists indicated me that when importing my TMX to update their TMs to T2007, the reference error appeared. Then they created a new TM and imported my TMX, but got the same result.
My exported TMX was obtained in Studio 2019, Freelance, language code was changed to T2007, tmx version="1.4", encoding="utf-8" (to keep Spanish graphic accents as graphic accents and not transfered as weird non valid interrogation mark).
I'd very much appreciate your urgent help to solve this issue. Just if it helps I also have Studio 2017 Professional from my company.
