Here is the SDL list of languages that i am referring to and Kiswahili is not listed although it is listed in TRADOS as a target language

Are you looking at creating the TM in Studio?

The article you referred back to, appears to be quite an old article and  the languages Studio supported was also heavily dependent on the actual OS.

For instance, some languages aren't supported under Windows 7 but are in W10
