I have a client that sent me an .xlf file to translate from English to Simplified Chinese. Importing it and translating it went fine. When I export it back to .xlf they aren't able to import it and have the columns in the correct order. I know I am missing something in the export but I can't figure out where.

I'm going to hazard a guess that you used this option when you created your project?
If that is checked it will add segmentation information to your target file and this might be the cause of your issue. But I am guessing as you didn't provide us any example files to look at.
