If I upgrade to Studio 2021 from 2019, will I get access to this tool ... even if only for 30 days ... ? (it's grayed out in my 2019)

It's now included in the Freelance version too, so you will have permanent access to it.

It's integral to Studio 2021 Freelance and free, as Nora says. You can find it in the Translation Memory view ribbon.
