So you're looking for two options?  One to change straight to curly, another to change straight to duck-foot?  With only one being possible at a time?  It's a good idea and you should raise this in the ideas site:

In the meantime your best bet might be to disable this option and use an autohotkey script to manage the type of quotes you get instead.  Or even use the autocorrect feature to change a particular key sequence into the type of quote you would like to get.
