How does one set up the Verifications in SDL in such a way that these settings, such as Consistency, Punctuation, etc, are permanently set and one doesn't need to set them over and over again with each project?
You need to set this up in your default templates, or File -> Options. Then every time you create a project they will already be in place. If you only change it in the Project Settings then you are only making changes to that specific project. This is by design.
