Opening 2nd Package with additional file to translate causes TMs and Termbase to be removed from Project Settings

Hope you can help identify is this behaviour is by design or not:


I created a Project with 1 file for translation into 7 languages (plus PDF for reference) and assigned 2 TMs per language plus 1 Termbase. I then created 1 Package per language and sent each relevant package to all translators. Meanwhile, the client sent a 2nd file for translation. I added the file to the same project and prepared. I then created a 2nd Package containing only this additional file (as all translators have already opened package 1) and untick the option to include the TMs and Termbase (because there is no need to re-include these resources in the package as they will be in the already opened 1st package, or so I think) and send to the translators. I assumed that on opening, it would just add the additional file to the current Project setup.

Anyway, it turns out that on opening the 2nd Package, the additional file is added to the project (as expected) but the TMs and the TB get removed from the project (not as expected). 

Is this behaviour by design? If so, what is the best way to send an additional file? I would rather not have to re-include the TMs and TB as they make the Package large and I have to use an FTP again to send to the translators,. However I suspect this (checking the box to re-include the TMs and TB) is the only solution.
