Tried under language pairs both for the project and globally (under File --> Options)
The Fragment Matches window keeps appearing: tried closing the window. It reappears.
Tried closing SDL (2019) and re-opening. No change.
Where exactly did you turn it off? You have here to prevent the fragment window even being opened:
And here to control what fragments are used:
The second one will allow you to disable fragments, but not whole TUs.
