Is there a way to apply a penalty to a project TM and NOT to the related main TM?
If not, how do you distinguish effectively between content that is approved versus content that has just been translated in the current project?
I invite you to test SDL Trados Live and the way cloud TMs are handled, since we introduced the concept of TM penalties based on the status of a segment. This means you can apply a 1% penalty on segments that have 'just' been translated, without having yet been approved, and possibly even a higher penalty on segments that have been rejected. You will find these settings when creating a cloud-based project template:
