I invite you to test SDL Trados Live and the way cloud TMs are handled, since we introduced the concept of TM penalties based on the status of a segment. This means you can apply a 1% penalty on segments that have 'just' been translated, without having yet been approved, and possibly even a higher penalty on segments that have been rejected. You will find these settings when creating a cloud-based project template:
