When you get an error message, you need to tell us what the error is and post the error stack, so we know the problem might be.

Its also worth noting, that if for instance the installation is corrupt, a reinstallation won't necessarily fix the issue as a repair/reset might be necessary.

Once we know what the error is, we should be able to help you further.

Its not easy to read, but I think it only says 'fehler' (error) so really isn't helpful on its own

What happens if you simply click close?

As you mentioned you can create cloud projects,

I'm wondering if you log out of Studio (top right) and then log back in ensuring you select the 'Perpetual License' option and see if this helps-

If this doesn't help, please repair/reset Studio as after resetting your PC, this is likely to have corrupted the installation

Are you trying to use a template from a previous version?

Go to Datei -> Setup -> Projektvorlagen

and change the default one to any other, then try again.

Same error and the program doesn't react, I have to push ctr alt del to close it. I de-installed Trados and then I installed it new three times, also in Trados my hardware did not appear as I see (connected device ....)

Yes, before you get there, Studio is trying to read the last used project template. So the idea would be to remove all and then just import a new, untouched one from Studio installation folder and make it default.

This should not be the slightest problem, I keep all my data on NAS and Studio does work well. This must be a settings problem on your side, as Studio will accept files on any Windows drive or in any Windows folder.
