I remember this issue from a years ago and I thought it was solved. I installed ...8.3007 recently and the problem happened. I don't know if it is a coincidence or not. I'm posting it just in case.
The problem:
'99[non-breaking space]%' was autoprograted as '99%'. The project settings had the 'Use non-breaking space' under Measurements.
Restarting Studio fixed the problem.

I did run a test using an empty TM and by using QuickPlace, I got the desired results of 99[non-breaking space]% which then did AutoPropagate to the rest of the instances.
Before replying I did check to see if there are incoming cases about non breaker spaces via the support channels, but at present there does not seem to be anything.
Not entirely sure what your exact circumstances where, but I assume its behaved ever since?
If it happens again, I would be keen to know more about what appears if using QuickPlace and how does it get saved in your TM.
