I'm not very familiar with this tool... in fact I've never used it.  But perhaps this is your problem?

TagEditor is the old Trados 2007 and earlier translation editor.  It's not Trados Studio.  Do you have that version installed?

Out of interest I just installed and was able to do this.  But I do have the old TagEditor installed so at that part of the install it was able to find the executable.  Maybe you should contact Yamagata Europe for help?  They do say this on their website:

I just want to use Yamagata integrated in  Studio 2021; thanks, I will visit Yamagata site.
