I have no explanation (yet) as to what is causing this- but the 'autoupdate' appears to have been disabled (same issue on my machine)

Please navigate to the following folder and manually run the updateclient.exe

The update should then install.

Worth also checking if the auto- updates is selected

When I clicked on the "Download" button, which caused the two notifications to vanish, the update download did start in the background, invisible, unnoticeable. And when I closed Studio... I was prompted to install the 4184 update!

That's how, just because of a false piece of information plus a perfectible UI, you lose 10-15 minutes drafting a useless request for help.
