Only if you don't set them.  If you set the individual language pair then it will always take precedence.

Imagine you have 50 language pairs in a multilingual project and need a different settings than the defaults for 45 of the language pairs.  You make the change at All Language Pairs (as opposed to doing this 45 times in each one) and then make whatever changes you need now in the other 5.

Ah... it seems to be similar to the relationship between Options and Project Settings: when I create a project, Project Settings 'inherit' settings from Options. Same here: I set All Language Pairs first, and when I create a specific language pair, it 'inherits' settings from All Language Pairs. Then I can adjust them individually. Right? Ok, I think I understand now. Thank you Paul.
