Language Cloud is back on the Web, but still can't connect to my account within Trados

When I start Studio 2019, the application freezes for about 30 seconds and I get the following message:

"There was a connection timeout error. Please check your network and internet connections"

I cannot use the "Language Cloud" service.

When I open an older project where NMT was used, I get a message "Sufficient permissions for opening the translation provider "SDL Language Cloud" could not be obtained. This translation provider has been disabled."

Please help me.
