Maybe a silly question for some, but I often get zip folders with 50-100 tmx without or almost without segments. Like now, 50 tm and all of them 1 kb. That must mean zero segments, right? Sometimes they are 3 kb and no terms. But I always need to check, just in case. That takes some time. When is it a sure thing that a tm has no segments? 1 kb? 3 kb? More?

I don't think there is a single rule for this. I can create a TMX with a single TU that's larger than 3kb or less than half a kb. My question is why would this be important? If you're trying to create a TM from them just drop them all in and don't worry about whether they are empty or not.

It is important because if there is no tm in the zip, then I can skip a long implementation step starting with downloading the zip (the tm's are inside a complicated folder structure and in another zipped folder); I just kan download the sdlxliff directly and start. This is often very small and many jobs. But yes, I do as you say and most of the time there are no TUs, but sometime one or two. Not sure how and why they are creating all these tm's. But thanks for the information, I did not know that and sometimes one or two TU is all I need and can be important.
