Here's an interesting example of a user who want the break everywhere apart from when the colon is inside quotes.  Just thought I'd mention this because of this thread:

I can achieve this sort of thing which is what I think you wanted?

Segment #1 doesn't break on the colon as it's within quotes, and segments #2 and #3 are broken as I removed the quotes.  To do this I added an exception to the colon rule like this:

The exception rule being this:

So... before break:

[“|"].*?

Break:

:

After break:

Anything

I used [“|"] because I didn't know if you consistently used curly or straight quotes. It's not a bullet proof solution but may be adequate for your needs, or at least give you the right idea to improve on it.

thanks a lot!! This really works. Adding both curly and straight quotes is also clever, because sometimes it varies due to the documentation system options.

There are indeed different needs for these kind of rules. I was really struggling with this one, so I couldn't be more happy now.
