First click on the the pin icon:
An then drag the window by the title bar wherever you want it to be positioned. Have a look at the following video:
are you sure brother? I think it like what Steven said. it cant be moved below.

I've just moved the Preview window to the bottom in Trados Studio 2021 and 2019. Is this what you mean?
