In a project, "Minimum match value" at "Pre-Translate Settings" is set to 70. However, after pretranslating files, many-many segments that have 70/70+ matches are not pre-translated.
I tried to re-index the main translation memory as well as exporting the existing TM and creating an empty TM/importing the tmx file, to no avail.

Is this happening only for a project in particular? Have you tried to see if the behavior is the same to other projects?
Are you perhaps using a Project Template?

I've just tested the same file under another project. It worked perfectly.
I have created a new project.
Can I somehow replece the newly created (empty) project folders with the existing ones (including source and target sub-folders, too)?

Yes, you should be allowed to do that, simply copy the sdlxliff files from the target folder and put them in the newly created one.
