It would be more helpful to see the underling error message and not just the title, however, perhaps the best solution is to recreate the project, pre-translate from the TM (or use Perfect Match if you have Professional) and then save the file.  It sounds as though something was corrupted and this is often the easiest approach.

I took the same approach hoping for the successful creation of translated file. I will re-try after fully checking the translations in TM. This error is not shown during the translation process and verification before creating the translated file is OK. But [Create Translated file] process in terminated with the error in question.
