Can anyone show me how to keep the source file's track changes in the generated bilingual file after TDG?
The track changes were accepted and gone by default after I TDG: deliver bilingual target document.

Where exactly are you seeing this in Batch Tasks?
Can you provide screenshots please, so we can see exactly where/how you are getting to this option.
It would be also useful to know if you are connecting to any external resources and what apps you may have installed.

We have managed to find the plugin that generates the TDG: Deliver bilingual target document option.
This is a 3rd party paid application from 'Ry's
