Please can you detail your steps and workflow.
From my experience, the ability to apply PM is always active via Batch Tasks.
However the rules and conditions when and how to use PM is related to the files themselves and what options you select as part of the PM wizard.
More details and if possible a screen print may give me enough context that would allow for me to offer a better answer

The thing is the next time of project creation it went smoothly. I am not sure what was the difference in the process of wizard. I am not able to contribute more on this due to the little clarity on the spot.
