This is the message which strangely does NOT appear on the screen until I activate it from the task bar. (This means that it can hold up the opening of Studio until I remember to activate it.)
What does "Update the list of 'Useful Tips'" mean? Opening the list does not help; this message still appears the next time I open Studio.
And the message from User Account Control has yet to appear.
What should I do?

Can you confirm whether you are referring to TM Anonymizer ( a third party app) or Trados Data Protection Suite as i'm not getting any errors or messages.
Perhaps you could post the screenshots so we can actually see what you are getting and when.

Try starting Studio by running as admin and then you should see this:
Thereafter you won't need to run as admin again. I think the UAC message will only appear if it's needed, but we should update the instructions to reflect the full process.

Thanks, Paul. But I did not have to: when I started Studio, forgetting your advice, the problem had disappeared anyway. (I would not have reported it after only a day or so, but it had persisted for 3-4 days, so I did not think it would go away by itself. Which it did.)
