I guess you are referring to machine translation when you say "sdl language cloud" for 2017? Most likely the problem is it's no longer supported. This wiki article explains a little of what's still supported. I think in order to get the free machine translation you'll probably have to upgrade as we no longer provide the sort of technology for machine translation that we support today in versions this old.
