How can I change the segmentation rules, and why I only have the "by default" option in the settings...?
You are in the wrong place. Changing segmentation is not possible in Project settings, as these belong to the TM. So you have to go to the TM settings, which you can access for example from "Toutes de.. -> Memories ...".
Please also note, that changing segmentation in an existing project will have no affect on the files there. You will need to remove the files and add them anew to make the changed segmentation working.
