It's all down to your settings.  Probably this one:

Change the corresponding setting in the batch task for pretranslation to switch off applying machine translation. Is in step 7 of the project creation wizard.

Thanks Paul. I know that setting, but that disables auto-propogation from LangCloud when I am actually translating the document. I just to stop it from automatically filling in the target text with NMT segments when I am initially preparing the file for translation. 

Thanks Jerzy.  You are close to what I am looking for, but I don't see an option under All Language Pairs > Batch Processing (see attached). Can you point me in the right direction to modify the wizard via options? Or do I need deselect something during the Wizard process.
Never had this issue with Trados 2019.

That would be the last option, which is available and set active by default, when a machine translation provider is selected within the translation memories. When there is no MT configured, this option becomes deselected and unavailable.
