"Provider error occurred, code 219. Login for this product key has been restricted." while trying to deactivate old licenses

Question

Hi there! 
 We switched to and activated Trados Studio Professional Commuter 2012 on our server. But I can't deactivate the old licenses, 2017. After trying this with the SDL license manager, I got the error "Provider error occurred, code 219. Login for this product key has been restricted." 
 I started the license manager with local administrator rights. So how can I deactivate the old licenses?
