When it comes to not recognising numbers, are you referring to placeholder?

If yes, then this is managed via the TM 

Other general settings that will control how TM's are being applied can be found under:
File - Options - Automation (ensure those settings match the working instance)
File - Options  (Or project settings) - Language Pairs  - All Language Pairs - Translation Memory & Automated Translation, check: Search and Penalties (ensure those settings match the working instance)

2. Method by which you are transferring the project 

While I am not sure what sort of licence you hold, and what your options are when working across multiple machines for the same project what is clear is you need to ensure you project both your project settings as well as your TM.

While I lack some detail to better understand your other 2 points of: 

- the program does not recognise translated but unconfirmed segments
- the program does not always recognise as full match confirmed segments that contain a large number of tags

I do feel its worth taking your TM and review the performance and Tuning settings to ensure its working optimally 
This is over and beyond ensuring the settings between the two machines are consistent.

In the meantime if you want to elaborate a bit more about the program does not recognise translated but unconfirmed segments then please do so.
