This adds the ability to "Quick Upgrade" a TMX to an SDLTM without the specific need to create an SDLTM and import.  I don't know if this will be put back, I wish it would be as well as the ability to merge, but you can read a bit about why it was removed here:

This question really depends on what tools the revisor has at their disposal?  If you know they use a CAT tool at least, but you don't know which one, then I'd recommend adopting a workflow that uses the XLIFF Manager:

If they use Trados Studio then the simplest method seems to be that you send the SDLXLIFF, the translator translates and sends the SDLXLIFF, the revisor revises and sends the SDLXLIFF back.  You should be able to replace the SDLXLIFF in your project with the one you get back and then update Worldserver after you're happy with the content.

Thanks Paul - would be great to get feedback from Sara if the app solves it. With the app easily available from the integrated app store in Studio 2021, I would think that the TMX -> SDLTM quick upgrade and merge process is fully addressed through the app. We have been trying to streamline the Studio installer and make it more robust, and have also made it more lightweight in 2021 by factoring out some of the functionality into apps so users can customize their ways of working better than before. Having said that, if we find that a large portion of our users download and install the app all the time, then it might be worth considering bringing some of the app's functionality back into the core product. We'll keep monitoring things. Thanks, Daniel

Thanks for the replies. Daniel Brockmann I can ask some people in my team to test the app, because we don't use 2021 ourselves.

As for the WorldServer packages: we'll use the xliffs for now and think about a Professional network license as an option for the future.
