I just had this happen. I opened a package from my agency and - bingo! - this error message popped up. I wasted a half an hour tinkering around with file extensions and repairs from the Install menu in Control Panel.
Don't waste your time. Sign in as administrator.
Would love to know how to disable Language Cloud as keep getting an irritating message asking me to sign up for up and I don't want to.
Did you try the second solution (disabling the plug-in)?
This will definitely work (you need to relaunch Studio after having made the change, but Studio tells you).
