Does anyone of you know if the <phrase xinfo:translate="no"> </phrase> tag in an xliff file will be recognized in SDL Studio as protected text that should not be translated?

I'd hazard a guess that it won't. This would be because it's not an admissible element or attribute in XLIFF as far as I can see. I think the translate='no' is only valid in XLIFF 2.x but not with the <phrase> element as this isn't admissible:

I believe 'phrase' can be an attribute value in the <mrk> element of XLIFF 1.2, but no element and no 'translate' option.
UNLESS... it's actually embedded content within a CDATA section and then you "might" be able to configure the html filetype to handle it as desired, but only if you use the Multilingual XML filetype as this can use the embedded content processor for HTML.
Of course I could also be completely wrong about all of this as I'm not an expert on XLIFF! So this is just me hazarding a guess!
