I can't deactive, not even offline

Question

Hi guys, 
 I came back to Studio 2021 after a while, I was trying a new tool, and now, I realized that I can't create a project because target languages just don't show. See first screen shot attached. I thought that updating the software could solve this issue, but I was wrong. Anyway, I decided to reinstall the software, so I tried to deactivate it, but online deactivation failed. I tried to deactive it offline, to no avail. See second screen shot.
