I believe this is so files included in a project that need to be localized, but cannot be handed directly by Trados Studio, can be included.  It's really for completeness of you have all the files in the project:

• those that are automatically assigned "translatable" as they can be handled by Trados Studio
• those that can be handled automatically, at least Trados thinks it can, but actually contain some content that should be handled a different way outside of Trados (you can set as localizable to identify this case... images in a document for example or some other embedded content you can't get at easily)
• those that cannot be handled at all by Trados Studio but still require localizing
• those that are only provided as reference files

So the second and third ones would be handled as localizable. and included in the project so you wordcounts are not included, and you know they are not reference but must be translated and returned as part of the project.  If using GroupShare or Trados Team or Enterprise you can also create assignments for these localizable and translatable files, but you can't for reference files.

In reality I just made this up because the help is silent on this aspect as you probably noticed but I have also asked for verification and will come back and correct this if I'm wrong.  But it makes sense in my head :-)
