I used Studio 2021. I find that project creation can take many, many hours - sometimes up to 12 hours - when the file to be translated is a large IDML file (such as those generally used in annual reports). The process goes quickly at first, then it gets stuck somewhere around 80 percent.
I have tried moving the TMs and project files to a local disc, but it makes no difference whatsoever.

You are correct in assessing to see if the cause could be resource related.
What happens if you dont apply resources at all?
If it goes quickly - then we know the issue maybe resource related and I can try give you guidance accordingly.
If the project creation (minus leveraging from integrated resources) still takes significant time, then I would be looking for details around project in making location as well as source file location.
Example, if the locations of either source / project are associated to things like DropBox.
I am happy to test how your file is processed using Studio 2022 and or Trados Live if you are able to share your large file
