This is could be due to the limitations of the Starter version, as the starter is the basic version and has some limitations. One of these limitations is that you can create a single TM and then populate it with maximum 5000 translation units and the starter is ideal if you work with single file translations and SDLPPX project packages , so you can not create packages like it is possible with the freelance version.
