What file format are you working with and I would like to think this is project specific and not across all projects?
Did you create the project or was it a package you imported in?
What happens if you try from the top left file menu then print pre-view?
I would be worried about being able to generate target and being sure all my translations are saved in the TM, as its unclear what state your sdlxliff is in

Same in Trados 2022.
In this session, when, trivially, I do Ctrl-Enter, it commits the segment but also pops up this message about not being able to create a preview. (I am not asking for a preview). I have to escape the popup every time.
