Term Recognition sometimes (often) returns an incomplete list of terms.
The problem in this case seems to be the &#... tag at the start of the segment.
The problem, however, also occurs with "normal" segments.

In the meantime, if you use Trados Data Protection Suite and get what you can tagged, it seems you may have some kind of workaround
