Strange behaviour of tags in Adobe FrameMaker 8-2020 MIF V2

Question

Dear everybody, 
 
 using the filetype Adobe FrameMaker 8-2020 MIF V2 produces the following result for formatting tags that are excluded from segments. This of course garbles up the formatting.

Using the filetype Adobe FrameMaker 8-2020 MIF produces the correct result.

Am I missing something or is this indeed a bug. 
 
 Many thanks. My client just noticed this since he had a lot of work manually correcting the formatting in the final FramMeker files.

Michael Widemann Thank you for your screen prints. 
 I want to say I fully understand based on the tags between segments being different. That said the segment numbers are different and so it could be correct accordingly to content in the file. However, I am happy to look into this for you but having the file would be easier. Can you share the file with me? Thank you
